The Department of Labor takes unemployment claims online or by phone, and it says filing online is the best way. It gives the same advice for claiming weekly benefits and checking payment information: do it online, with your NY.GOV ID.

To send letters or documents about your claim, fax them to (518) 457-9492, or post them to New York State Department of Labor, P.O. Box 15130, Albany, NY 12212-5130. Two things go elsewhere: a hearing request to P.O. Box 15131, Albany, NY 12212-5131, and a payment plan request to the Unemployment Insurance Division, NYS Dept of Labor, PO Box 4320, Binghamton NY 13902. Write your Social Security number at the top right corner of every page, and keep your fax confirmation sheet, because the Department does not confirm that a fax or letter arrived.
If someone filed an unemployment claim in your name, or you suspect other benefits fraud, report it to the Department right away, on its Report Fraud page or by calling its fraud hotline at (888) 598-2077. You can make the call anonymously. To report it in writing instead, the address is the Office of Special Investigations, Bldg 12 - Room 200, W. Averell Harriman Campus, Albany, NY 12226.
